From Displacement to Employment

How can Ukrainian women successfully integrate into European labour markets? The latest policy paper by former MIDEM Visiting Fellow Iuliia Lashchuk, „From Displacement to Employment: Comparing the Labour Market Integration of Ukrainian Women in Poland, Italy and Germany“ explores how three countries approach labour market integration. Poland and Italy focus on rapid integration, while Germany takes a long-term perspective. However, displaced Ukrainian women in all three countries face similar challenges: navigating temporary protection policies, achieving recognition of their qualifications, and balancing employment with care responsibilities.

The paper provides three key recommendations:

  • Developing sustainable EU-wide solutions to replace the uncertainty of temporary protection;
  • Tackling exploitation in informal labour markets and reducing barriers to skills recognition;
  • Prioritising gender-sensitive policies and accessible childcare to support inclusion.

The findings and recommendations in this paper provide lessons not only for the integration of Ukrainian women, but also for displaced women from other backgrounds. These strategies are essential to empower women to rebuild their lives, whether they remain in Europe or eventually return to Ukraine.
